मुख्य सचिव श्री उत्पल कुमार सिंह ने प्रेस वार्ता करते हुए बताया कि देश में कुल कोविड-19 पॉजिटिव केस की संख्या 2 लाख के करीब पहुंच चुकी है जबकि हमारे राज्य में लगभग 1 हजार है। इस तरह से देखा जाए तो देश की जनसंख्या में उत्तराखण्ड का प्रतिशत लगभग 1 प्रतिशत है जबकि कोविड-19 पॉजिटिव केस में 0.5 प्रतिशत है। उत्तराखण्ड में लगभग एक चौथाई कोरोना संक्रमित व्यक्ति ठीक हो चुके हैं। कुल एक्टिव केस मंगलवार दोपहर तक 746 हैं। कुल 07 मृत्यु हुई है। ये सभी किसी न किसी गम्भीर बीमारी से ग्रस्त थे। कोविड संक्रमित की मृत्यु दर का राष्ट्रीय औसत लगभग 2.83 प्रतिशत है जबकि उत्तराखण्ड में यह 1 प्रतिशत से कम है। डबलिंग रेट में धीरे-धीरे सुधार हो रहा है। हमारे यहां सेम्पल के पॉजिटिव होने की दर भी राष्ट्रीय औसत से कम है।
मुख्य सचिव ने कहा कि कोरोना से लड़ने के लिए कान्टेक्ट ट्रेसिंग बहुत महत्वपूर्ण है। अभी तक लगभग 4 हजार कान्टेक्ट ट्रेसिंग की गई है। प्रदेश में व्यवस्थाओं में लगातार इजाफा हो रहा है। संस्थागत फेसिलिटी में बेड की संख्या को बढ़ाकर लगभग 14 हजार किया जा चुका है। अभी हमारे यहां एक्टीव केस 746 हैं। आगे संख्या कुछ बढ़ने की सम्भावना है परंतु किसी तरह से पेनिक होने की स्थिति नहीं है। हमारी अच्छी तैयारी है। लगभग 95 प्रतिशत मामलों में किसी तरह के लक्षण नहीं होते या बहुत ही कम लक्षण होते हैं। अधिकांश मामलों की ट्रैवल हिस्ट्री रही है। स्वतः प्रसार जैसी स्थिति नहीं है।
मुख्य सचिव ने बताया कि हमने देश के 75 शहरों को वहां कोविड-19 मामलों की अधिक संख्या को देखते हुए चिन्हित किया है। यहां से जो भी व्यक्ति आएँगे, उन सभी को सरकारी क्वारेंटाईन में 7 दिनों के लिए रहना होगा। कोविड जैसे लक्षण न दिखाई देने पर उन्हें घर जाने दिया जाएगा परंतु उन्हें अपने घर में और 14 दिन होम क्वारेंटाईन रहना होगा। जो व्यक्ति इन चिन्हित स्थानों के अलावा दूसरे स्थानों से आएँगे उन्हें 14 दिन के लिए होम क्वारेंटाईन रहना होगा। दूसरे राज्यों से आने वाले और प्रदेश के भीतर एक जनपद से दूसरे जनपद में जाने पर रजिस्ट्रेशन कराना होगा। रेड जोन से दूसरे स्थान पर जाने के लिए परमिट भी लेना होगा।
मुख्य सचिव ने बताया कि प्रदेश में 2 लाख 60 हजार लोग मनरेगा में कार्य कर रहे हैं। 11 हजार नए जॉब कार्ड बनाए गए हैं। इनमें से 7 हजार लोगों को काम भी उपलब्ध कराया जा चुका है। इस अवसर पर सचिव स्वास्थ्य श्री अमित नेगी भी उपस्थित थे।
