मुख्य सचिव श्री ओम प्रकाश ने सचिवालय में कोविड-19 पर प्रभावी नियंत्रण के लिए वीडियो कांफ्रेंस के माध्यम से सभी जिलाधिकारियों एवं स्वास्थ्य विभाग के अधिकारियों के साथ बैठक की। मुख्य सचिव ने निर्देश दिये की होम आईसोलेशन का नियमानुसार पालन किया जाय। यह सुनिश्चित किया जाय कि होम आइसोलेशन किट सभी को शीघ्र मिल जाय। स्वास्थ्य विभाग की टीम द्वारा होम आइसोलेट किये गये लोगों के घरों पर जाकर उनको सभी जानकारी एवं आवश्यक दवाई उपलब्ध कराई जाय। उन्होंने कहा कि सोमवार से राज्य में आने वाले लोगों को बॉर्डर पर कुछ रियायते दी जायेंगी, जिससे आने वाले लोगों की संख्या बढ़ेगी। एक माह बाद त्योहारों का सीजन भी शुरू हो जायेगा, जिससे आवागमन में तेजी से वृद्धि होगी। इन बातों को ध्यान में रखते हुए सभी जिलाधिकारी आवश्यक व्यवस्थाएं सुनिश्चित कर लें। पर्यटक स्थलों पर भी लोगों की संख्या बढ़ेंगी। इसके लिए सभी व्यवस्थाएं सुनिश्चित कर ली जाय। जिलाधिकारी पर्याप्त मैन पावर की व्यवस्था कर लें। अस्पतालों आक्सीजन बैड, आईसीयू और वेंटिलेटर की पर्याप्त व्यवस्था हो। अगर किसी गम्भीर मरीज को रेफर करना हो तो, इसकी सूचना संबंधित अस्पताल को भी दी जाय, ताकि अस्पताल इसके लिए पहले से तैयार रहे।
मुख्य सचिव श्री ओम प्रकाश ने कहा कि देहरादून में लोगों से शिकायतें मिल रही हैं कि कुछ प्राइवेट लेब में टेस्ट कराने पर रिपोर्ट पॉजिटव आ रही है, जबकि सरकारी अस्पताल में उसी व्यक्ति की रिपोर्ट नेगेटिव आ रही है। यह भी शिकायतें आ रही हैं कि देहरादून के प्राइवेट लेबों से लगभग 50 प्रतिशत लोगों की रिपोर्ट पॉजिटिव आ रही है। उन्होंने जिलाधिकारी देहरादून को निर्देश दिये कि जिन लोगों के प्राइवेट लेब में टेस्ट पॉजिटव आये हैं, उनमें से कुछ लोगों की सरकारी अस्पतालों में टेस्टिंग की जाय। यदि किसी प्राइवेट लैब द्वारा गलत रिपोर्ट दी जा रही है, तो उन पर सख्त कारवाई की जाय। उन्होंने सभी जिलाधिकारियों को निर्देश दिये कि यदि कोई गर्भवती महिला कोविड पॉजिटिव आ रही हैं, तो उनके स्वास्थ्य का विशेष ध्यान रखा जाय। उन्होंने कहा कि नर्सिंग स्टाफ की संख्या को बढ़ाने के लिए नर्सिंग कॉलेज के फाइनल ईयर के बच्चों को हॉयर किया जाय। एनएचएम के मानकों के हिसाब से उन्हें वेतन दिया जाय। सोशल डिस्टेंसिंग का पालन करने वालों और मास्क का प्रयोग न करने वालों पर लगातार कारवाई की जाय।
सचिव स्वास्थ्य श्री अमित नेगी ने कहा कि सभी जनपदों में कोविड कन्ट्रोल रूम में सुपरविजन के लिए वरिष्ठ अधिकारी को रखा जाय। 24 घण्टे कार्मिकों की ड्यूटी हो, लोगों की समस्याओं का शीघ्र निदान किया जाय। कोविड केयर सेंटर, होम आईसोलेशन एवं अन्य स्वास्थ्य सुविधाओं के लिए एम्बुलेंस की अलग-अलग व्यवस्था की जाय। कोविड केयर सेंटर में दिन में दो बार स्वास्थ्य परीक्षण जरूर करवाएं। सभी कोविड सेंटरों में सीसीटीवी कैमरे की व्यवस्था हो। ट्रू-नॉट मशीन से सेंपलिंग और बढ़ाई जाय। फ्रन्ट लाइन कोरोना वॉरियर्स को भी आईवर मेक्टिन दवा दी जाय। सभी जिलाधिकारी यह सुनिश्चित करें कि जनपदों में दवा की पर्याप्त उपलब्धता हो।
