जहां सरकार किसानों को प्रोत्साहित करने की बात करती है उनको उद्यान एवं कृषि के क्षेत्र मे बढावा देकर पहाडों मे स्वरोजगार की बात करती है जनपद पौडी गढवाल के विकास खंड यमकेस्वर के मंगल्या गांव की कहानी कुछ और है चालीस सालों से कृषि व बागवानी के क्षेत्र मे उत्कृष्ट कार्य करने वाले शिक्षा विद श्री आनंद सिंह नयाल जिन्होने 35 साल तक ई. कालेज किमसार मे शिक्षक के पद पर रैहते हुये अपनी सेवायें प्रदान करी वहीं ईसी दौरान अपने पैतृक गांव मंगल्या गांव मे उनके द्वारा जडी बुटी से लेकर औषधीय पादप ईमारती लकडी फल फूल आदि का बहुत बडा जंगल नुमा बगीचा लगाया गया जो आज खुब फल फुल रहे हैं बहुत बडे भू भाग पर फैले उनके ईस बगीचे का अंदाज ईसी बात से लगाया जा सकता है कि आज उनके ईस बाग मे लगभग तीन सौ से ज्यादा प्रजाति के दुर्लभ पेड व औषधिय पादप बाग की शोभा बढा रहे हैं

क्षेत्र पंचायत बूंगा पूर्व सैनिक सुदेश भट्ट ने बताया कि सरकार के उद्यान विभाग को क्षेत्र मे ईस तरह का अनुकरणीय कार्य करने व स्वरोजगार के क्षेत्र मे उदाहरण प्रस्तुत करने वाले कास्तकारों को चिह्न कर उन्हे सम्मानित करना चाहिये ओर उनके उत्पादों को बाजार मुहैय्या करवाने के लिये सरकार को ठोस रणनीति बनानी चाहिये यदि सरकार ईस तरह की निति बनाकर पहाडों मे उतारती तो आज श्री आनंद सिंह नयाल जी के बगीचे मे लगी लाखों की लीचीयां बर्बाद नही होती जिन्हे जंगली पक्षियों लंगुर बंदरों ने अपना निवाला बना लिया श्री आनंद सिंह नयाल जी के अनुसार उन्हे सरकार द्वारा ईस क्षेत्र मे ना तो कोई प्रोत्साहन व ना ही कभी पहाडों को उद्यान एवं कृषि के माध्यम से आबाद करने वाले किसी विभागीय अधिकारी ने ईस क्षेत्र मे पहुंचने की हिम्मत जुटाई
सुदेश भट्ट ने बताया कि एक तरफ सरकार उद्यानों के नाम पर प्रति वर्ष लाखों करोडों खर्च करने के बाद भी अभी तक पहाडों मे ईस दिशा मे सफलता अर्जित करने मे नाकाम रही वहीं आनंद सिंह नयाल जैसे 70 वर्षीय बृद्ध अपने प्रयासों से पहाडों मे खेती व बागवानी के क्षेत्र मे अनोखा उदाहरण पेश कर रहे! सरकार को पहाडों मे उद्यानों को बिकसित करने के लिये यैसे जानकार व मेहनती लोगों को चिह्न कर उनकी सेवाओं का लाभ उठाना चाहिये
